Smartphones are a little different, since discounts usually follow a brand's own release calendar rather than the general retail calendar. Prices on a specific phone tend to drop noticeably in the weeks right after its successor is announced, since retailers need to move the outgoing model. If you're not attached to having the newest version, timing your purchase around a new model's announcement is usually the single biggest lever for savings.
Smart home devices, like speakers, plugs, and hubs, are heavily discounted around Black Friday and Cyber Monday specifically, more than almost any other category, since these products are commonly used as gateway purchases into an ecosystem. Prices outside that window rarely move much.
TVs and larger electronics follow two strong windows: Black Friday, and the weeks leading up to the Super Bowl in late January/early February, when retailers push TV sales as part of the sporting event's marketing push.
